State examination is a mandatory stage of the investment process in construction and is carried out in order to prevent construction of facilities, which do not meet the requirements of the state norms and rules or prejudices the rights and interests of citizens, legal entities, and the state protected by law, as well as to monitor compliance with the social and economic and environmental policies.

Examination of design and estimate documentation is performed to establish compliance with:
• technical regulations (including sanitary and epidemiological, environmental requirements, fire, industrial and other safety requirements, etc.);
• engineering survey results;
• established (approved, selected for calculation) estimation standards;
• urban development regulations and urban development plan of the land area;
• national standards and organisation regulations;
• terms of reference for the design.

The conclusion will be prepared based on the results of examination. The expert body conducting a comprehensive examination prepares a consolidated expert opinion on the construction project as a whole taking into account the conclusions of state examination authorities that took part in the consideration of the project.
